The development of Tempelhofer Feld was and still is primarily in the hands of the people of Berlin: After the people of Berlin voted in a referendum for the extensive preservation of the former condition, the law for the preservation of Tempelhofer Feld (ThFG) came into force in June 2014. As a result, the development and maintenance plan (EPP) for the Tempelhofer Feld was jointly developed by numerous citizens, the then Senate Department for the Environment, Transport and Climate Protection and the state-owned Grün Berlin GmbH from 2014 to 2016.

After completion of the intensive participation process, the EPP came into force in May 2016. It defines the framework and guidelines for further development with regard to the topics of nature, history, recreational use and civic engagement. With the EPP, a permanent participation model was also developed for Tempelhofer Feld. Within the framework of the participation model, the administration, Grün Berlin and the elected citizens work consensually on the implementation of measures for the development of Tempelhofer Feld.
